You can set height on those too.
Obviously if you set a whole lot of conflicting heights on things the
browser's going to have to start guessing at what you really want. But
if you don't overconstrain things and set height on a spanning or
non-spanning <td> it will usually come out that height.
Unless the contents are too high of course, perhaps that's your real
problem. Table cells don't generally get overflowed-- width and height
are effectively treated as minimums.
You can put a div inside the td and set the div to height: 20px. The div
will get overflowed if its contents are higher than 20px.
