not seen any to let you add new pages and link to them easily in a
customizable menu. I may have missed the features of one or more, but they
seem to all be prettytricky to setup. I like mambo, but it seems limited,
and phpnuke nukes my brain every time I try and work with it.
Any advice on how to manage a website with either of these, or if not, is
there another, better one?

Looks pretty spiffy to me in both ie and ff. However, you're using an html
transitional doctype with xhtml markup, tables galore (-at least I didn't
see any nested,) and frames, all of which generate some reservations in
this humble psyche of mine.
Infinity can have limits.
