A friend sent me an html form page suggesting that it may fit on one
of my web sites.

The interesting part is the CSS stylesheet was via Chrome.  I'm
not sure what that implies.  Does chrome replace http and ftp?

chrome:// is from the mozilla (Firefox, Seamonkey, et al) UI
stylesheets, of which there are many. The one above is from the
mail-news component ("messenger"), either Seamonkey or Thunderbird.

If you aren't using a mozilla based mail client, it won't do anything.
