Looks like I can create a Computer Group Policy that allows a user to Start,
Stop and Pause a particular Windows Service.



I found it in GPO under Computer Configuration -> Windows Settings - >
Security Settings - > System Services.



But, what if I have a Server in a workgroup environment and need to
accomplish the same task. (Allow a user to manage Windows Service) Does
anyone know a work around this problem? Running gpedit.msc on a server does
not give me an option to see System Services.
