I am trying to run an application that uses IE for its user interface but
when I run it on my win2k3 server I get the error, "activeX controls are
prohibited." even though I have the local security setting set to its
lowest value (Allow ActiveX is checked.)

When applications use IE do they run under the local intranet settings?

The application I am trying to run is the Nessus vulnerability scanner for
the Microsoft Windows platform.
