Had exactly the same problem.
Make sure that when you synchronise outlook (from offline file in particular)
that it is connected to the network/internet.
I had this issue on a work laptop, so I was using a local/offline outlook file
while synchonising.
Contacts only went through when I connected to the office network.
Maybe this will help if your case is similar.
