You can't transfer a license from the Dell PC to a Compaq PC.
The copy of XP that came pre-installed is not a retail license, it is an OEM
license that is tied to the original PC and only that PC. If you want to
upgrade the Compaq, you need to acquire a retail (or Compaq) upgrade copy of
XP.
