Bit off-topic for here, but no matter. The magic term to go searching on
is Content Management System. A CMS can include a blog but is usually
more than that. My crystal ball suggests he'll probably be looking for
an Open Source CMS. Try http://www.opensourcecms.com/
Be aware that while wheeling in one of these is considerably easier than
writing it yourself, choosing one and getting it set up is still a
substantial piece of work.
