I am going to buy a low-end laptop ( Inspiron 6400 1.6GHz )
and vendor offers three options
1) Installation of Vista Home Basic
2) Installation of Vista Home Premium
3) Installation of Windows XP .
What OS should I prefer ?

No doubt... XP

I got the Inspiron 6400 2GHz and didnt get a choice. 3 hours after
delivery Vista was gone and I was running XP pro. The main reason
being software that doesn't like Vista.

XP will be supported for years (I think till 2012).

Without getting into Vista vs. XP, you should definitely avoid Vista
Home Basic in favor of Vista Home Premium if you choose Vista at all.
