Windows XP wont let me change memory usage to "programs".

Windows XP wont let me change memory usage to "programs". Question 04-06-2007

I cant change it to progrmas. Once i do, the system askes for a restart, but
after the restart its back to "system cache". If i go into safe mode its set
to "programs", but once i go back to normal mode its back to "system cache".
Anyone know why windows is forcing it to "system cache"?

I would suspect that a piece of software is changing it at startup. What
software I can only guess.

Is there any way i can find out? I dont think i installed software that is
supposed to do that...
