Hello, Raymond. You're in the wrong newsgroup, but I'll respond - not that it
will be a good answer, though.
If I understand you correctly, you need to install an operating system to a
laptop that was given to you and has no CD drive and no operating system
currently.
I suspect that this computer also has no USB port or I would have suggested an
external USB CD drive. It seems that floppy is the only way to go and you don't
have the system disks. I would suggest that you contact Dell Support, but I
doubt that they will be able to provide the disks, either.
You could try a local computer repair shop that might be able to help you, but I
think you are out of luck unless the original owner of the laptop can find the
system disks.
