I have a Windows Smart Phone running WM 2003. I want it to download one
specific web page every time I sync the phone (but GPRS should not be
triggered which is why I haven't tried the phone's web browser so far). Is
this possible with some kind of software that came with the phone? It's a
Motorola MPX 200.
Or would I need to download something else?

I recommend using Avantgo to meet your need...

Avantgo has a number of customization options such as how many levels to
capture and if offsite links should be followed. http://Avantgo.com and
you run most of the setup and configuration in your pc's browser and
within Activesync.

it should also be possible to use a synced Favorite, but I have not had
much success with these.
