When my user tries to sync his Blackjack running WM5 with MSFP with our
Exchange 2003 SP2 server it tried to sync, but returns a message at the
bottom of the window 'Waiting on Network'. There is not an ActiveSync code or
any other log I can find that will tell me why it is not syncing.

The user is trying to connect thru both ActiveSync 4.2 on his laptop and OTA
(obviously not at the same time). If I set it to only sync contacts or
calendar, it will sync them, but once I have it set to sync email it stalls.
The user has approximately 245 contacts; I have tried setting his email
settings to 3 days/5k, 1day/0.5k. I have tried a hard reset, using his
credentials on different devices from different providers (AT&T and Verizon),
he can sign into Outlook Web Access, I went into his
http://%servername%/exchange/%username%/NON_IPM_SUBTREE/microsoft-server-activesync/
and deleted his Smartphone relationship, we have users that are on the same
exchange server/mail store (our company has multiple Exchange servers) that
are working fine.

When I check the IISLogs on the mail server it is contacting the server I am
getting GET, PUT, PROFIND, MKCOL and SEARCH cs-methods for the user in the
W3SVC1 logs.

I have spoke to our Network Engineers, Exchange Administrators and the other
Windows Mobile Admins and we are all out of ideas, please help!

Is the user able to access the internet through the device? Its
possible its referring to the carrier's data network.

Yes, then user is able to get out on the internet. Yesterday we moved the
user's mailbox from one server to another and the problem went away, but when
we moved it back, it stopped working yet again.
