I have installed VC 1.6 on my Smartphone and the phone is paired with my
Garmin Streetpilot 550c. All the functions work with one major exception.
The phone doesn's hear my responses to queries from VC.
For example I press the Voice Dial button on the Garmin, VC starts on the
phone and I hear the beep from the Garmin speaker. I say Call so and so, I
hear Call so and so? for the Garmin speaker. I say yes (or confirm) and the
phone does not hear my response and the next thing I hear is the ding
signifying VC has shut down for lack of a response. If I turn off command
confirmation on the phone the call goes through fine,

Does anyone have any idea how I might get the phone to hear the response.

BTW it works properly if I turn off the hands free device ansd use the phone
normally

I think you are going to be out of luck there. Once you connect a
headset/handsfree device, the phone routes all audio to it. That means that
audio out of the phone will route to the garmin speakers, and audio in to
the phone needs to come from the headset's mic, not the phone. The mic and
speaker on the phone are essentially cut off and remoted to the BT device. I
don't think your garmin has a mic. I know the Garmin Zumo, built for
motorcycles is supposed to pair with both a phone and a BT helmet
headset/mic, routing the audio from the headset gear through the Zumo, to
the phone for phone calls, but I am not sure if the Streetpilot has any such
feature.

I may have not explained it properly. Here's what happens:
1) Press Voice dial icon on Garmin
2) Beep comes from Garmin speaker
3) I say Call so and so
4) From Garmin speaker I hear Call so and so?
5) I respond yes and nothing happens and after a bit I hear a ding from the
Garmin speaker signalling VC has timed out.
6) If I uncheck Confirmation in VC configuration the phone dials the
requuested number after step 3 above and the call goes through fine.

It seems the problem is the rerouting to Bluetooth after command is
recognized is problematic. I hope MS will have a patch soon.

BTW my Garmin does have a microphone.
