MOBO is a common abreviation for Mother Board.

Hi Bill, Yes I can boot up OK in Safe Mode.

The only time a similar thing happened with me, it was a faulty memory SIMM.
You could run some memory diagnostics, like:-
http://www.memtest.org/ or
http://oca.microsoft.com/en/windiag.asp
If this is the problem and you have more than one, you could take them out
one by one, and when the faulty one is out, the PC should boot.

I have also heard of similar symptoms being produced by the processor
overheating. This could be caused by dust being trapped in the processor heat
sink. Might be worth taking the cover off and having a look. If there is a
problem, a can of air might help blow it away eg

. I guess if the fan is faulty, that might do it too?

Well tried removing parts one at a time, memory, cards. Found the wireless
card was the culprit. Linksys one has gone faulty and doing something on
bootup. Thanks to all who wrote in to help.
