Funny thing is, I DID install, successfully, a copy of MS VC 1.5 on my
MPX220 and it did work, although since it didn't overcome the
limitation of being able to voice dial with the phone closed, I
uninstalled it and never reinstalled since it took up a lot of space
and didn't offer any improvement (for me) over the built in voice
recog S/W (which cannot be uninstalled).

I do know for a fact it was MSVC and I can tell you for a fact that it
worked, even though I did get error msgs during the install.

The Treo 700w smartphone comes with voice command bundled. works great.

Regardless of what Palm wants to call it, the Treo 700w is not a Smartphone
in the eyes of MS. It is a PocketPC Phone Edition. You can tell by a) the
touch screen, b) the windows icon at top left.
