Just replaced my tv tuner which cured a lot of other problems but now
there is a hesitation in the video every few seconds. the audio seems
fine.
Do you think I bought the wrong tuner?

Not sure where to look for the dvd decoder but while searching in
device manager I noticed that my first dvd drive is set for region 2
and the second is set for region 1. I believe that being in Canada it
should be region 1.
Thanks for your help.
