Just to close the loop in case anyone else has this problem.
I purchased PocketCopy and used it to convert from Palm Desktop to Outlook.
First I deleted everything from Outlook and hard reset the device, then used
PocketCopy. Once Outlook was populated from Palm Desktop, I used ActiveSync
to populate the device. Everything worked fine with calling the contacts.
