I am looking for recommendations on any apps that will help monitor user web
activity to determine which users are wasting their time instead of doing
their job.

Hello,

You may use a web proxy. Nearly all of them include reports on users
activity. The goal is to make mandatory the use of this proxy. Firewall must
block direct http/https connexion outside. Clients must be set to go through
the proxy (GPO for Internet explorer).

Or use the other way: Port mirorring of the internet router, and capture
whole traffic through ntop for example. You will get IP of workstations,
harder to trace if you have dynamic DHCP.

First tips: your users MUST be aware of this logging.

Second tips: just say that you trace, even if you don't. Most of them will
stop ;)

That will best work when done at the gateway such as a proxy server or
firewall. I know Sonicwall firewalls have such capability with their
Viewpoint add on. An advantage of using such a firewall is you can enable
content filtering also that helps limit what websites and content type a
user can access. Then again some of use are good enough to do our job and be
on the internet at the same time so I would not necessarily put too much
worth into web useage alone as a factor determining user productivity.
