Unable to Open Local Security Policy Will 09-01-2006

On a Windows 2003 Server, when I try to open Local Security Policy, it
complains that the c:\windows\system32\secpol.msc file is either not an msc
file or I don't have permissions. I am local administrator and permissions
on the file give me full control. What would cause this error?
