QUESTIONS:

(1) How does one tell the Web server to "announce avery page as
UTF-8"?
(2) How does PHP know to interpret embedded strings as being encoded
in UTF-8? Is the BOM involved?

You can test with A1 Website Analyzer if you wish...
You can view what all documents have been flagged as.
(Checks server HTTP header, BOM, meta HTTP tag)
