You have a very strange problem.
Have you tried opening Device Manager and removing all of the USB devices.
When you re-boot the computer will reload the USB devices from the Windows
XP DLL cache.
If that does solve the USB problems, then Start > Run sfc /scannow.
That will run the System File Checker and replace any missing or damaged
files from the Installation CD.
After sfc, then repeat the Device Manager and delete the USB devices,
reboot.
