URGENT: syskey utilization

I followed Microsoft best-practice list and installed syskey utility to
protect the SAM database. I used the method to input the password on
start-up (i.e not using diskette).

The BIG question is: when the server starts up, is it operational? or it is
completly blocked (event client connections) until I input this password?
This questions arised because I use UPS software that turns on & off the
servers by certain energy conditions.

all the features that require security - logon, services etc. are blocked
until the SYSKEY password is inserted. So you cannot implement it on servers
that require restarts and cannot be accessed.

Is there any way to "uninstall" it? I don't want to reinstall everything!
What about running syskey again and setting the "store locally" option?

Just run syskey again, select update - store startup key locally. ---
