URGENT: Windows XP does not apply custom template policy

I designed a custom group policy template -for some computers in my domain-
that applies some registry changes.
The problem is that is Windows XP loads the group policy object but it does
not apply custom policies!. (I use rsop.msc and the GPO is successfully
applied)

What should I do?
My domain function level is Windows 2000 mixed. Is this related?

If the policy is applied successfully, can you check whether the
registry key is set? What does the ADM template look like? Can you paste
the code (if not too long) so we can look into it?

The policy was finally applied after 5-10 minutes even though I forced a
refresh on the client (gpupdate /force).
Any idea?

Depending on what you were doing with that ADM template, it of course
can take a few minutes to reflect the changes (e.g. for applications
that do not query the registry right-away but only check periodically
for reg changes) or need a logon/logoff or a reboot to "complete".
