 I am looking for free or open source software which I can use to convert
Tiger format data to SVG format. I looked at the list of GIS systems at
www.freegis.org but there doesn't seem to be enough detail about each
package. I am willing to write I/O modules to enable an open source package
to handle Tiger and SVG formats if I need to.

Charles,

FME supports SVG in some of its versions, and it reads Tiger/Line, so you
should be able to accomplish what you are after with that tool. There will
some scripting involved.
