we are looking for data that we can use to show census tracts in GIS. Is
Tiger what I want? Is there any GOOD resources for understanding Tiger
datasets?

Yes,

Tiger is THE place to get census tracks data etc.

To get the latest original Tiger files over to your GIS, I can recommend the
converters provided by GISTools, www.gistools.com.

I am not affiliated with GISTools, it's just that I have used their
tiger2shp converter to process a great bunch of layers for the entire US,
and it worked just right.

you can take a look at the result here: http://www2.demis.nl/usa (census
tracks are
not included there, but tiger streets are)

Late reading your post...

You can get just the census tracts if this is all you need.
Tiger files come with a lot of data--roads, streams, etc.

Try http://www.census.gov/geo/www/cob/tr_metadata.html This
should take you to Links to Alaska
http://www.census.gov/geo/cob/bdy/an/an00shp/an02_d00_shp.zip

http://www.census.gov/geo/cob/bdy/tr/tr00shp/tr02_d00_shp.zip

If you need the Census Tiger Files for all of Alaska or
other states, let me know. I have all the 2005 on my
computer. Will send you copy for postage +
shipping/handling.
If interested let me know what format, projection, data
layers needed.

I use Global Mapper to read Tiger fies and save to other
formats, like shapefiles. Global Mapper reads many GIS data
files, SDTS, DLG, Tiger. And you don't even have to un-zip,
un-tar, or setup any directories. It does it for you. One
file or a batch of them.
