The fan might be old enough that the small bit of lubricant has dried
out and the fan seizes after only a short run. A new fan will obviously
solve this problem.
You could install a utility like Speedfan that has diagnostics about
what what is controlling the fan, the voltage, CPU temperature,etc. Many
older mainboards did not include access to these data, so you might be
out of luck, but Speedfan is free, so no harm in trying it out.
