 Why has Microsoft not released an updated theme generator for Windows Mobile
5.0? The Smartphone 2002 generator is lacking for todays devices?

 There are enough substitutes. Like the freeware in

http://www.pocketpcfreeware.com/en/index.php?soft=1523

which is better than everything MS has done on this issue. Compatible with
Vista, with WM5 (and I think WM6 as well), and much more functional.

If you want something specifically for Smartphones, this one can also help:

http://www.smartphone-freeware.com/download-smartphone-homescreen-builder.html

It is freeware as well.
