Hi,
Just copy the cert with the .DER extension to the device and then use File
Explorer to click on it. This will install it.

I've got a similar problem, but I imagine it's because it's a .CER,
one of those homemade ones. used to work on WM5.

How do get make .DER?

Chris,

I'm having the same issue. I just got off of the phone with Verizon
and they don't know about any certificate installer. They said to
contact Microsoft or Motorola. Any suggestions?

I found the anwser on Motorola site under install a new certifcate.

For Verizon specific phones:

Validate you have the appropriate root Certificate (obtained by IT)
Connect the Moto Q to the computer
Open ActiveSync
Click Explore
Double Click on My Windows Mobile-Based Device
Click File
Click New Folder
Rename the Folder to STORAGE
Copy .exe file to the Q directly ( CLICK HERE to get file)Copy .cer file to
the storage folder that was just created

On your phone:

Go to Start, File manager, and then Storage
Execute VZW_spaddcert.exe and select the certificate
Power off, then power on the phone
