After some more investigation, there is a case where MSN Search Toolbar will
show, but the tabbed browsing bar will not.
Go into IE's Options->Manage Add-ons dialog.
Make sure that 'MSN Search Toolbar' and 'MSN Search Toolbar Helper' are both
enabled.
