 Not unless they have added a third party notes app onto their Smartphone.
Smartphones don't have a regular Notes app, and AS doesn't offer Notes sync
when a Smartphone is attached. You can add something like SmartphoneNotes
(http://www.syncdata.it/sphnotes.html) to get Notes functionality.

I use SmartPhone Notes on my Qtek 8300. Works great! Only thing is it only
syncs with the USB cable, ActiveSync for Exchange still does not sync the
notes.
