As any noticed that if you are playing music when a program is recording
then the program will have no audio? can this be solved by adding a second
sound card?

The sound card has nothing to do with the recording of television.

If there is a fault in recording audio from tv shows, the fault is in the tv
tuner and/or its drivers.

What tv tuner card do you have? What version drivers are you using?
