Hello,
The small business that my business partners and I are starting up is
in need of finding an experienced programmer interested in developing a
custom viewer for us. I am fairly proficient in GIS but am not
familiar with programming. We want to sell this viewer with several
projects (that we want to set up as we produce more data) to the
general public on CD. These will not be GIS users, so we need
something user friendly with only the features necessary. Here are some
general thoughts on our application. We can provide more details to
interested parties.

The viewer needs to:

-be able to view shapefiles, georeferenced images, and VRML files.
-a more user-friendly query system
-the ability to query a single shapefile or multiple shapefiles at
once.
-with multiple shapefile query, only areas of map meeting the specific
criteria would become highlighted.
-Click on area and have similar areas highlighted on map (similar soil
type, slope, aspect, etc)...would not have to be exact match but within
a certain percentage, for example.
-An easy interface to add an event theme.
-An editable layer in which the person could add/delete points, lines,
circles, etc. and then enter comments about areas.
-Any time someone enters query, or adds feature to the editable layer,
a table pops up with information about the feature such as lat/long
coordinates, slope, aspect, etc. For polygon features, the average of
the attributes within the circle and the lat/long of the center of the
feature is returned in the table.
-Click on map with ID tool and window or tool-tip pops up with lat/long
and attribute data for slope, aspect, soil type, etc.
-3D-person would be able to toggle between standard map view and 3D map
view. I can provide data in VRML format or ESRI TIN or GRID data.
-interface with GPS unit...This is probably the hard part. We would
like for this application to exchange information back and forth
between the major recreational GPS units. We would like for any of the
features selected during queries or features of the editable layer to
be exported to GPS unit for display. And we would like for the user to
export any of the shapefiles provided with the application to the GPS
unit. I'm not sure what data type would be used, if they would just be
transferred as GPS tracks, or what. We would also like for the user to
export waypoints from GPS unit into the application and then enter
attribute data.
-I'm probably forgetting a bunch.

We want this application to be able to run on Windows and hopefully be
able to adapt to new versions of windows as they come out. It would
also be nice if the programming could be done in such a way that if we
wanted to be able to use this application on a handheld computer or on
the internet, it would be possible.

We want to be able to set up the projects and then send out on CD, so
some sort of administrative interface is needed.

We want to make sure that it is legal to distribute this product to the
general public for a fee on an unlimited basis.

This sounds like a lot, I know. If there are any developers out their
interested, please contact me for more information. If anyone has any
suggestions on how to find a developer for this or how they would go
about doing it (what tools, etc.) I would appreciate it.
