I have synchronized my smartphone's contact with my PC Outlook contact. All
my contact has the country code and area code stored. How do I configure my
smartphone so that it does not dial the home country and area code; and
should dial the country code for only foreign contact number?

Make sure you put the "+" sign before the country code.
