I assume you mean the duplicated "smart card logon" template? Are you sure
this template should have this set? I am not sure this should be set in this
template, but I tried it, as you suggested. No result.

In the duplicate of the enrollment agent template, I have this setting set.
Perhaps this is what you meant?
