I know this isn't exactly what you're looking for, but if you use Microsoft
Voice Command, you can place calls with your voice without unlocking your
device. To enable this, go into the Voice Command settings and set
"Availability" to "Always Available" or, on a touchscreen device, uncheck the
"Password Protected" checkbox.
