If I purchase a sim free phone and use an existing sim card that is enabled
for data are there any other settings that need to be added manually to the
phone ?

Most likely yes. Data typically requires IP settings for various things as
well as possibly username/password. The latter aren't necessarily unique, so
they are typically already programmed into phones you get from carriers. It
should not be too hard to google for the required values and steps to enter
them, but you would need to google using the specific phone, and carrier.
Some phone OEMs, such as I-Mate have the settings available on their
websites, for owners to use. In I-Mate's case, they are in the form of a cab
file that is run and sets everything up. Other OEs may do similar things, I
just don't know about them personally.

Yep, in most cases you have to configure the APN for GPRS, EDGE (new to O2)
and UMTS.
It's not too hard to do yourself, MMS is a little bit more complicated but
also not a deal-breaker.

Some phones like the Samsung SGH-i600 can do it for your automatically,
others you have to set it up yourself.
