If you integrate the Paypal shopping basket into your client's website,
this allows customers to add items to the basket one at a time. I use
it on a couple of my own websites - for example, see
http://www.rwapsoftware.co.uk/z88.html.
If you paste a link to your client's website, we could have a look and
possibly advise further.
