I am not sure, but if you uninstall Nero (you likely installed as all
users),
then reinstall to the administrator account only, and check use for this
account only. There is that option during the installation for Nero.

Then the other account should not have access to Nero.

Another thing you may be able to do, If you Right Click Start, Click
Explore, Windows Explorer will open in your account (the one you are
currently logged in).

There are several users available, The All users account has the start up
short cuts for the "All Users Programs", Each Name has the Program short cut
for that user. No program in any other users account will appear in a
different user's account.

You can just move the program short cuts from the "All Users" account to any
individual user.
When you move a program short cut from the "All Users" account, it will only
be available to the user(s) you copied the short cut to. You can copy the
same short cut to all the users you want to have access.

On the converse you can move/copy a program short cut from any user to "All
Users" to make that program available to everybody.
