I would like to create an application that will generate and send
individualized SMS messages to my students. What server-side utility will
send SMS messages?

SMS Gateway companies are big business they provide API's for you to
send them data in various formats and they will send the SMS on for
you. If you are talking about coding an app to send SMS via your
Windows Mobile device you need to be a bit more specific about your set
up.

Thanks for the information on SMS Gateway companies.

I want to be able to send feedback to students (eg homework, exams) via sms
when I post it in the online gradbook. Thus, it wouldn't be a Windows Mobile
app, but a server app that sends SMS instead of email. Is a commercial SMS
Gateway the only way to do it? Can't I send email, e.g.
8085551212@vtext.com, and have it get there?

We dont have such services in the UK but now you mention it I recall
reading something about these services in the states. I found this page
with email formats to send SMS to a phone

http://www.notepage.net/smtp.htm

If this is the case all you need to is get your code to send an email
to the above addresses via your ISP SMTP server (assuming it allows
open relay from trusted IP addresses)

You can test this thru telnet
