We have a SBS2003 dc and are adding a Svr2003 Standard member server to
our domain. The member server will host a custom database app.

I need to allow the developer of the db app remote admin rights on the
mbr server (connecting via Remote Desktop), but exclude him from our
main server.

The connect will be through a Cisco VPN tunnel. Any guidance will be
VERY greatly appreciated.

Usually one does not need to grant admin on a member to a
database developer.
Assuming you know that such a grant is needed . . .
All you need to do is to define a domain account for the dev
that is just a domain user account, and then add that account
to the Administrators group on the member (not of domain).
They should then be able to remote desktop to the member
just as if it was any other client of the domain.

Can we assume you did already enable remote desktop login
in the system properties (r-click My Computer / properties)
??

You can add users as need be to the "local" administrators group and/or
remote desktop users group on a member computer via lusrmgr.msc without
granting them the same access to the domain controller which would be done
via Active Directory Users and Computers.
