Use appropriate ALT text, and also have a caption near the picture. If the
picture, ALT and caption are relevant to the rest of the page content, then
they will help each other, too.

The ALT attribute is a way of describing the picture for people who may not
see it; a URL would not be appropriate, and may have a negative effect.
