I have used SeflSSL to create certs for IIS websites for servers and clients
that I manage fully. From what I can tell, and I can find nothing stating
otherwise, the utility is only for web sites and not FTP sites. Is this
correct?

If SelfSSL does not work with FTP sites, can someone recommend a way to self
sign a cert for FTP so that I may connect to my IIS 6.0 FTP site from a
secure FTP client over SSL? A free solution would be preferred, but I'm
willing to explore a low cost approach too.

Thanks in advance.

IIS 6.0 FTP component doesn't support SSL.
You need third party ftp server or get IIS 7 FTP
