I'm looking for a quality DeLorme- or National Geographic-type topo map
printing package that supports the ability to add user data to the map,
e.g. travel waypoints. Windows platform. My advance thanks for any
suggestions.

Check out Ozi Explorer. It's one of many, but it seems like the
author is dedicated and respectful of the community's wishes.

Depending on what you need in terms of "printing",
take a look at OziExplorer. There are links to
various info about Ozi on my webpage:

If you are wanting to use USGS topo maps with Ozi,
one of the regular users(J.G.) has a page:
