Can anyone tell me if there is such a package available, that doesn't cost
more than $100?

I'm interested in processing GPS streams: parsing latitude/longitude pairs,
calculating distances between fixes, etc.

You can always use open-source solutions such as GDAL and Proj.4

http://www.zylsoft.com/gpssim.htm is less than $100 including source
code if I read it correctly.
