Search Builder button missing

Hello. When I launch the search page, I don't see "search builder",
"Settings", "Help" underneath the search box. I only see these after I
perform a search. How do I see them before I perform a search. Now if I hover
in the area, I see ghost boxes where the buttons are supposed to be, and I
click them for Search Building, but I want to see the actual buttons. Odd
this is, at home, I can see this row of buttons. Coudl this is a resolution
issue. I've been told I have problems with hyperlinks color, but exploring
this, I don't see how this could be the problem. Thanks.
