I Found a whitepaper dated April 2007 that says that SCEP is built-in to
Windows 2008 CA, though only in Advanced and Datacenter Editions, not
standard and Web.

What do I need to enable SCEP on my CA? Will the 2003 ResKit version work
on the 2008 CA?

You need enterprise Edition for 2k8
Or you need to run 2k3 with server 2003.
Note that you can only use differentiated certificate templates (auth vs
encryption vs combined) with 2k8

So just to get SCEP on my 2008 I have to install a Enterprise version?

I'm beginning to think that using Certs was a Bad Idea for Cisco PIX VPN
Authentication...
