There is a DNS specific newsgroup
microsoft.public.windows.server.dns
The answer depends highly on how your DNS servers are
set up, whether you use DHCP registrations to DNS, etc..
When you post to the DNS group perhaps you should give
a little more details.
In one scenario, you do let DHCP register PTR RRs in
your DNS, so some foreign machine that obtains a lease
from your DHCP would end up with a registration in the
reverse one for the leased IP.
