Is there a way to enable a user on the domain to restart a certain service
on the windows 2003 domain controller - but not do anything else?

Yes... on the target machine, run the MMC command, add the security
templates and security configuration and analysis snap-ins, use the first to
create a template that changes the service permissions, then use the second
or the SECEDIT command to import the template into a database and apply the
database. There's another way, but I find this way easiest.
