The link below may help you. What you can do is to configure Remote Desktop
Users group on each computer to include the users you want to be able to
access the computer. By default any administrator on the domain computer
will also be able to access it via RDP. The administrators group and Remote
Desktop Users group both have the user right for allow logon through
Terminal Services that can be managed via Local Security Policy [secpol.msc]
under local policies/users rights. --- Steve
